The Regional Headquarters Programme of Saudi Arabia

Starting January 1, 2024, only international businesses with regional headquarters in Saudi Arabia can contract with institutions, agencies and funds owned by the Saudi government.

To diversify its economy and draw foreign investment, Saudi Arabia introduced numerous attractive business friendly measures in recent years and scaled back certain restrictive laws. Nonetheless, the Kingdom has also introduced some constraints to restructure the Saudi economy and reinforce the local private sector. Saudi Arabia issued a royal order banning the government’s use of foreign consultancies and unveiled its economic initiative called "Regional Headquarter Programme".
