EU Regulations 2024/573 and 2024/590

On March 11, 2024, EU Regulation 2024/573 on fluorinated greenhouse gases and EU Regulation 2024/590 on substances that deplete the ozone layer entered into force, replacing previous EU Regulations 517/204 and 1005/2009. Find out what Swiss exporters need to know about this in our short article.

EU Regulation 2024/573 on fluorinated greenhouse gases

Since the entry into force of the new EU Regulation 2024/573, a license is needed to import certain substances (regardless of the quantity) as well as goods containing these substances. The substances concerned are listed in Annexes I–II (page 49ff) to the Regulation. In the case of substances listed in Annex IV (page 54ff), imports are prohibited from the date specified in that Annex. However, under certain conditions, placing them on the market for repair and maintenance is still permitted.

EU Regulation 2024/590 on substances that deplete the ozone layer

The entry into force of the new EU Regulation 2024/590 bans the import of substances that deplete the ozone layer individually or in mixtures. The substances concerned are listed in Annex I (page 29ff) to the Regulation. According to Article 13 (page 14), it is still possible to import the substances under certain circumstances.  The import restrictions set out by the two regulations are implemented by the customs and market surveillance authorities in the respective EU Member States.
